Re-implement: Top-rated

Top-rated was a great way to bring great maps into a more public view, and made it difficult for any map to have a perfect 5/5 rating, which would help bring back the grandeur of that rating.

        I think your grandeur comment is a bit misled - the old system didn't even have any 5's 'cuz they'd be sniped down to 4.5's. And are you saying 5/5 is too easy to get since the move to whole numbers? But whatever, the suggestion is a good one. Unfortunately Arachnid has stated that he's not going to allow sorting by rating, which a top-rated section requires (though on second thought, that might be okay for a static thing like all time top-rated). But in any case it will be difficult (to say the least) for the system to find maps for the top-rated because the querying system can't handle more than 1000 maps at a time. Right?
