I think people should read the rulles before they can play the game
Most people do not understand the rulles. So I think that once you sign up, you must agree to the rulles listed. Otherwise people would be like, 10 maps per day? Did you make that up and the 2 games on the hotpadge?
So I think that would help alot.

Actually, the rules should just be enforced by the site itself. In terms of capping map submissions, there is already a suggestion for that: http://nmaps.uservoice.com/pages/3527-general/suggestions/166307-reimplement-a-map-submission-cap?ref=title

It's not that important. People will be informed of the rules eventually, no matter what.

It would help people so they dont spam accedently. Or post too many maps at one time.
